GENERAL
NOTES AND OBSERVATIONS
* There is no armed conflict
in Italy, although the use of children by the Sicilian Mafia is of concern.
It has been reported that children as young as 11 are taught to assemble
weapons and shoot. A school for teenage killers has allegedly been set up
in the Sicilian countryside. G. Tinebra, the Chief Public Prosecutor of
Caltanissetta, Sicily, explained how children are turned into killing machines
after he heard testimony from a 17-year-old Mafia informer who acted as
a lookout for two murders. The Chief of Police of this city said that children
are usually used by the Mafia in support roles, acting as lookouts and collecting
weapons. He added that the age at which youths start to kill has reduced
significantly. (CSUCS,
Europe Report October 1999 citing Willen, P., "Mafia sets up crime academy
to train child assassins", Guardian Weekly, 19-25 August 1999)
* Roma (gypsy) children
below the age of 14, who are too young to be tried as criminals, are increasingly
committing crimes. (EFCW,
Children Who Work in Europe, June 1998)
* According to the Council
of Europe, Roma (gypsy) children are smuggled into Italy from the former
Yugoslavia to work as forced labourers in gangs where they are trained and
then sold into crime rings in large cities.
(EI, EI Barometer on Human and Trade Union Rights in the Education Sector, 1998)
* The Committee on
the Rights of the Child expressed its concern that children belonging to
the disadvantaged groups, such as children from poor families and children
of foreign and Roma (gypsy) origin, seem more likely to be employed in
clandestine work or even in illegal activities, including being an instrument
in organised criminal activities. (UN
CRC, Concluding observations on Italy, 1995)
