Finally,
after the conclusion of the discussions on both the Convention
and Recommendation, the draft text was sent from the Child
Labour Committee to the plenary meeting of the International
Labour Conference. On June 16 it was presented to the
Assembly, a number of speeches were given in support of
it, and it was recommended for adoption. The next day,
June 17, it was placed before the delegates for a final
recorded vote. The new Convention won the unanimous support
of the International Labour Conference, with 415 delegates
representing governments, employers, and workers voting
in favour of the Convention, 0 voting against it, and
0 abstaining. It was the very first time in the history
of the ILO that a new Convention had won unanimous support.
Success of the efforts reflects on the fact that ILO Convention
182 is the fastest ratified Convention in history of the
ILO, with 150 ratified countries so far.

In his speech Juan Somavia, Director General of ILO comments
that the 'impossible dream' of hundreds of thousands of
children throughout the world who have taken part in the
Global March to ban child labour cannot be ignored. We
have it within our power to bring an end to the worst
forms of child labour that are stunting the lives of millions
of girls and boys. We have the resources - not just material,
but also spiritual, political and organizational. We must
use them fully.' He further stressed that 'child labour
is not jobs for kids…. Child labour - in its worst
forms - is abuse of power. However, he concludes by saying
that ' these children sense our actions and inactions,
even if we don't hear them speak. And the tougher part
is finding ladders for them to climb out of the deep pits
of violence and discrimination they live in.'
