Global March Against Child Labour - From Exploitation to Education
Day 2: Second Children’s World Congress, Tuesday, 6th Sep 05

Group Discussion By Children: The good weather continued and kept the spirits high. The child delegates were inching towards their goal of chalking out a concrete plan-of –action for a child labour free world. The day began with the children opting for specific themes on child labour and education.The five themes were:
1. Child Slavery, Bondage and other Worst Forms of Child Labour
2. Children in Agriculture

3. Child Trafficking
4. Children in Armed Conflict, Terrorism, Peace and Security
5. Child Labour and Role of Education

The sixth group constituted of child delegates who had participated in the Florence Congress in 2004. This group discussed about their actions and activities that they had undertaken since the Florence Congress and also deliberated on the way ahead. Each member also came up with a suggestion of an activity that the group as a whole and children as individuals would undertake to combat child labour.

Presentation of Group Discussion: After prolonged and exhaustive discussions the children presented the outcomes of their discussions to all present. Honourable Dr. Justice V.S. Malimath, Former Chief Justice of Kerela and Karnataka High Court was the Chief Guest for this Session. He was also a former Judge of the Supreme Court and member of the National Human Rights Commission. While commenting on the outcomes presented by the children, he made a special mention of the clear understanding that the children exhibited even on such complex issue. He encouraged the children to carry on with the struggle against child labour and promote ‘Education for All children’.

ILO Workshop on Labour Inspection and Child Labour: An ILO Workshop on Labour inspection and Child Labour was conducted by Tuomo Poutiainen, Child Labour Monitoring Specialist, ILO IPEC from Geneva through a PowerPoint Presentation on how child labour could be detected and stopped early. Sensitisation of labour inspectors towards child labour would go a long way to eradicate child labour. The presentation was amply supported with statistical data and empirical research.

Adult Panel Discussions: There were two adult panel discussions on 6th September.
I) Children’s Peace Initiatives: Linking education, child labour, MDGs and Peace/ Elaboration of a Common Plan of Action- Dr. Sudhanshu Joshi, Executive Director of the International Center for Child Labour and Education, based in Washington DC, chaired the session. Valuable inputs came from the other members of the distinguished panel which included Mr. Bruno Oudmeyer, Country Director of Plan International India; Mr. T.K. Mattew from Deepalaya India; Mr. Dili Choudhary from BASE Nepal; Mr. Scott Beale from US Embassy India and Mr. Kailash Satyarthi from Global March Against Child Labour. Other representatives from the civil society also participated in the discussion. It was an interactive discussion which highlighted the issue of peace as a pre-requisite for holistic development of nations in general and children in particular.

II) Education for All: The Key Strategy to Combat Child Labour, The role of International Institutions, Governments and Social Partners and the need for Convergent Policies, Planning and Action- Noted Social Scientist Dr. Bhupinder Zutshi chaired the Session. Elie Jouen from Education International, Belgium; Magsaysay awardee Dr. Shantha Sinha from MV Foundation India; Ms. Enakshi Ganguly from HAQ Centre for child rights India, Ms Lindy from Novib Netherlands formed the panel. The discussion centered on the ways and means to ensure that free, compulsory, equal and good quality education is accessible to all children. All panelists stressed on prioritising education for all children and more importantly on the need for retention of children in schools.
